Which operating system and version of photoshop elements or photoshop are you using?
What is the exact message you get?
That usually means either the Additional Plugins folder (Photoshop(Edit)>Preferences>Plugins) is pointed to an older version of photoshop's plugins folder
or the plugins were copied/moved from an older version of photoshop to the newer version of photoshop.
