Yes.  Open a new document default Photoshop size.  Save a image file for the unnamed document.  For example a.jpg on your desktop.  The document name will change from unnamed to a.jpg since there is now a backing file.  Use the paint brush to make a mark on the background. This is just to make the document dirty so that save is now a valid option to use. Next in the Actions Palette click on the icon in the botton of the palette the look like a folder to creat a new action set. In the pop-up dialog name the new action set SaveSet and click OK. Next click on the icon next to the one you just use the one before the trash icon to record a new action. In the pop-up dialog name the action Save. It should default to be in the SaveSet the one you just created click on Record button in the pop-up dialog.  Then use menu File>Save that should record a save step in the Save action.  In the bottom of the actions palette click the first icon the stop icon.  That will stop recording the save action.  You now have an Acrion set names SaveSet with a single action in it named Save whhich has a single Save step.   If you want you can highlight the SaveSet in the actions palette and use the action palette fly-out menu item Save Action to save the Action set to a file nameed SaveSet.atn.
