Your Printer's DPI setting is a quality setting its nt the images resolution.  The printer uses its high resolution droplets to paint in your images large pixel.  You image has some print DPI resolution like 300DPI.  That set the size of  prinedt pixel to be 1/300"x1/300" that is 90,000 pixels per square inch.  You printers higher quality settings are only available when you use high quality Photo Paper.  High quality setting paint higher quality pixels by laying down more ink using finer drops of ink. That much ink would make a soggy mess of plain paper.
