Need help with page titles!

Hi there.  I am brand new and clueless to web design.  I am here because for one, my web guy disappeared on me.  And for two, I'm not on a strict budget.

First off, what is the best resource that I can get to understand basic web design?  And do I need to know all that before I take a Dreamweaver tutorial?

Here is what I need fixin for example:  http://www.example.site/index.php?page=our_difference  <--------- I would like the URL to like this http://www.example.site/ourdifference
