If your goal is to have an editable stylesheet embedded on each page so that you can add page-specific styling, then you would need to move the <style> tags within the editable region. Putting them right before <!-- TemplateEndEditable --> would be fine. The order of these things only matters to us purists. I think the general recommendation is to have all of the CSS before all of the javascript, but in your case the order you have (after moving the <style> tags and their contents if any) will work.
