The default installation of InDesign CC 2014 never comes with the DPS tools, and the DPS Tools are not shown in the Creative Cloud app that lists all the things you get with CC. You always have to go to Help > Updates after the initial InDesign install to get the DPS tools to install.
If you are getting an error saying an administrator has blocked installation of the software, and you are doing it on a machine that is not managed by your university, then it's most likely a problem where somehow you got the file on your machine that blocks Adobe installs. I suspect that's the file you were trying to remove when you mentioned the ".dat" file in your original post. What web page were you getting those instructions from? I'll see if I can find our knowledge base article about it, as it has resolved this problem in the past.
