You have answered the next questions that I would have had on installed players - you have both QuickTime and Windows Media players up to date and installed.
What there are some puzzling details that need clarification. That clarification may help us figure out why these files will not import. The GSpot read outs suggest that that they should import in Premiere Elements 7.
Sony DCR-HC40
That appears to be a miniDV camcorder. So, if you did a DV capture firewire into Windows Movie Maker, you would be expected to have DV AVI standard or widescreen Type 1. Premiere Elements uses DV AVI Type 2, not Type 1. So, you might have to convert the DV AVI Type 1 into DV AVI Type 2 using a free program such as DVDate
But the answer does not appear to be that easy since you tell us that what you got from your Sony to Movie Maker capture is a video file (wma). First wma is not a video file; it is an audio file/no video. Do you mean wmv instead? A wmv file extension would be consistent with your report

Much to my surprise I found that Movie Maker 2 does give you the choice of DV AVI or WMV for the capture.
What happens if you do the capture Movie Maker 2 with the DV AVI choice?
iPhone 4s
You talk about a first and second video that will not import. And, from what you wrote, the second video is coming from iPhone 4s. And, you appear to point to the properties of the iPhone 4s when you wrote

I see no way that you can get that type of video from the iPhone 4s.

This looks like a probably readout for a DV AVI from a DV data capture.
I would have expected this information to go under the Sony description, not the iPhone 4s description. Editing cell phone video in Premiere Elements (any version) has is own set of unique issues. Videos from these devices typically are recorded with variable frame rates and Premiere Elements does not work well or at all with that type of video. So often the user has to take the video with a variable frame rate into a program like HandBrake to change the variable frame rate into a constant one before the file is imported into Premiere Elements.
If this information really goes with the Sony part of the description,

then, please look to the left of the GSpot dialog's Container section and tell us what it says there DV AVI type 2 or type 1.
